Tether, Kazakhstan Central Bank to Explore Tenge Stablecoin and Tokenized Assets

Tether has signed a memorandum of understanding with the National Bank of Kazakhstan and the Alatau City Authority to explore a tenge-linked stablecoin and tokenized real-world assets. The Oct. 7 agreement covers research and pilot development rather than the launch of a new token.

The parties will study stablecoin issuance models, reserve structures and potential use cases before preparing a pilot concept. No issuer,  blockchain, or launch date has been announced.

Stablecoin Pilot Remains Exploratory

The memorandum calls for Tether, the central bank and Alatau authorities to examine how a national-currency stablecoin could operate within Kazakhstan’s financial system. The work will also assess reserve management and possible payment applications.

National Bank Deputy Governor Binur Zhalenov said financial safeguards would remain central to the process.

“Maintaining financial stability, transaction transparency, and robust investor protection remains the paramount priority for the National Bank.”

Tokenization Pilot Could Use Hadron

The agreement also covers the tokenization of real-world assets in Alatau City, where authorities are developing a special regulatory framework for financial and technology projects. The parties plan to identify suitable asset categories and develop a pilot structure.

Tether’s Hadron platform could support the project, although its use has not been finalized. The memorandum also includes workshops on stablecoins, reserve management and distributed-ledger technology.

Kazakhstan Already Runs Digital Asset Pilots

Kazakhstan previously launched a tenge-denominated stablecoin pilot in September 2025 through its digital-asset regulatory sandbox. The central bank has also tested commercial real-estate tokenization and other digital financial asset projects.

Those programs give the new Tether agreement an existing regulatory base rather than making it Kazakhstan’s first stablecoin or tokenization initiative.

Digital Asset Rules Broadened in 2026

Kazakhstan’s May 1, 2026 framework established legal categories covering money-backed stablecoins, tokenized real assets and digital forms of traditional financial instruments. The government has also explored stablecoins for cross-border payments and tokenized government bonds.

The Tether agreement adds another international participant to that effort. Any tenge-linked stablecoin or Alatau tokenization project would still require further design and testing before broader deployment.
