Hong Kong Plans 24/7 CBDC Settlement

Hong Kong plans to introduce round-the-clock settlement in central bank digital currency under EnsembleTX around the end of 2026, extending its tokenization pilot beyond its current settlement setup.

The Hong Kong Monetary Authority is upgrading the platform to support settlement of tokenized deposits in tokenized central bank money on a 24/7 basis. EnsembleTX already supports real-value transactions involving tokenized deposits and digital assets inside a controlled pilot environment.

EnsembleTX Will Move Beyond Initial HKD RTGS Settlement

The HKMA launched EnsembleTX in November 2025 after testing tokenized finance use cases through the earlier Project Ensemble sandbox. Participating banks and other industry firms can use real-value tokenized Hong Kong dollar deposits to settle transactions involving digital assets.

Interbank settlement of those tokenized deposit transactions initially relies on Hong Kong’s HKD Real Time Gross Settlement system. The HKMA plans to progressively upgrade the pilot, so settlement can instead occur in tokenized central bank money on a 24/7 basis.

The year-end timetable was included in Chief Executive John Lee’s 2026 Policy Address, which says the HKMA plans to implement CBDC settlement and 24/7 EnsembleTX operations around the end of this year.

Tokenized Deposits Target Money Market Funds and Treasury Activity

EnsembleTX initially focuses on tokenized deposits used in tokenized money market fund transactions and for real-time liquidity and treasury management.

Tokenized deposits remain liabilities of participating commercial banks. The planned central bank money component is intended to provide a settlement layer for interbank tokenized deposit transactions rather than replace those bank-issued deposits.

The HKMA has described EnsembleTX as a step toward continuous settlement of tokenized deposits using central bank money.

Mainland Trade-Finance Pilot Targeted Before End-2026

The planned upgrade remains part of EnsembleTX’s institutional pilot rather than a general retail CBDC launch.

Hong Kong is also expanding tokenized deposit use cases. The 2026 Policy Address says the HKMA will work with Mainland counterparts to study trade-finance applications, with pilot transactions targeted for completion before the end of 2026.

EnsembleTX’s next milestones are therefore the planned CBDC settlement upgrade, 24/7 operations and additional tokenized-deposit pilots around year-end.
