White House Plans Crypto Meeting as CLARITY Odds Sit at 21%
The White House is expected to host crypto and prediction-market executives on August 19 as the administration continues backing the CLARITY Act after the Senate left the bill until September.
The planned meeting was confirmed by people familiar with the matter. The White House has not publicly released an agenda or participant list, and President Donald Trump’s attendance remains unclear.
August 19 Meeting Could Include Crypto, Prediction and TradFi Firms
Executives from cryptocurrency companies and prediction-market platforms are expected to attend, while representatives from traditional financial firms may also participate. Details of what officials plan to discuss have not been publicly disclosed.
The gathering would take place while the Senate is on recess. Senators adjourned on August 8 and are scheduled to return September 14, leaving CLARITY supporters a narrow legislative window before the November midterm elections.
Negotiations remain divided over government-ethics restrictions, anti-money-laundering protections and stablecoin rewards. Banks have pushed for tighter restrictions on rewards they argue could pull deposits from traditional lenders, while crypto groups have opposed broader limits.
September 15 CLARITY Cloture Vote Requires 60 Senators
Senate Majority Leader John Thune filed cloture on the motion to proceed to H.R. 3633 before lawmakers left Washington. That cloture motion is scheduled to ripen at 2:15 p.m. on September 15.
It requires 60 votes to advance the motion to proceed, making Democratic support necessary if Republicans are to move CLARITY toward floor consideration. The vote would not constitute final passage of the legislation.
Polymarket Puts 2026 CLARITY Passage Odds at 21% on $7M Volume
Polymarket’s live contract currently gives H.R. 3633 a 21% chance of becoming law in 2026, up from 17% a day before reports of the White House gathering. Trading volume stands at about $6.98 million.
The contract resolves “Yes” only if both chambers pass H.R. 3633, and it is signed into law by December 31.
The White House meeting is expected one day before the CFTC’s inaugural Innovation Advisory Committee meeting on August 20. The three-hour session will include discussions on crypto regulation, artificial intelligence and prediction markets.
Neither meeting changes CLARITY’s procedural position. The next confirmed Senate test remains the September 15 cloture vote on whether to proceed to the bill.
