Ripple CEO Links US Crypto Lead to CLARITY Act
Ripple CEO Brad Garlinghouse has urged Congress to complete work on the CLARITY Act, arguing that the United States is close to becoming the world’s leading center for crypto if lawmakers finish the federal regulatory framework.
Garlinghouse made the comments on September 3 after CFTC Chair Michael Selig discussed an August White House meeting with executives from crypto, finance, and technology companies. His remarks describe a policy goal rather than evidence that the US has already secured global crypto leadership.
September 15 Cloture Vote Generally Requires 60 Senators
The CLARITY Act faces its next procedural hurdle when the Senate returns from recess. A cloture motion on the motion to proceed to H.R. 3633 is scheduled to ripen at 2:15 p.m. Eastern time on September 15.
The motion generally requires 60 votes. Clearing that threshold would allow the Senate to move toward formal consideration, debate and amendments, but would not constitute final passage.
The House approved the CLARITY Act 294-134 in July 2025, with 78 Democrats joining Republicans. Senate lawmakers have since spent months negotiating changes to the legislation.
CLARITY Act Would Divide SEC and CFTC Crypto Oversight
The legislation would establish federal rules for digital asset markets and define how regulatory authority is divided between the Securities and Exchange Commission and Commodity Futures Trading Commission.
Ripple spent years litigating with the SEC over XRP and the company’s token sales, while Garlinghouse has repeatedly backed congressional market-structure legislation providing clearer statutory rules for crypto businesses.
Senate negotiations still include disagreements over stablecoin rewards, illicit finance controls, consumer protections and ethics provisions involving federal officials.
Senate Changes Could Require Another House Vote
Even if the Senate eventually passes the legislation, further congressional action could still be required. Any Senate version that differs from the bill approved by the House would need to be reconciled between the two chambers before legislation could reach President Donald Trump.
Trump backed the CLARITY Act during an August 19 White House meeting attended by Garlinghouse and other crypto executives. The next procedural step is the September 15 cloture vote. Clearing it would advance the Senate toward consideration of H.R. 3633 but would not amount to final approval of the bill.
