KuCoin declared on Oct. 29 that it was discontinuing services for users in Russia and Belarus, effective immediately, citing applicable legal and regulatory requirements. Affected customers will receive account-specific deadlines and instructions for closing positions and withdrawing assets.

Account Notices Set Withdrawal and Closure Deadlines

The exchange’s decision covers access to all its products, services, and features. KuCoin cleared that the affected customers would be allowed to close positions and withdraw assets under the deadlines provided in their account notices.

KuCoin did not publish a universal withdrawal deadline in its announcement. Customers whose accounts are affected will receive notifications explaining the applicable timelines and steps for orderly closure.

Users who have not received a notification need to take no action. Their accounts remain subject to KuCoin’s terms and applicable restrictions, so that instruction does not override other limitations on service access.

KuCoin directed customers with questions about their account status to its support team. It also warned about phishing attempts and asked users to communicate only through official channels.

The announcement did not identify a specific sanctions measure, regulator’s order or licensing requirement behind the decision. It also did not disclose the number of affected accounts or the value of assets they hold.

MEXC and Bitget Also Restrict Both Markets

MEXC announced on Oct. 20 that it would discontinue services for users in Russia and Belarus as part of its compliance efforts. It declared that the affected customers would receive individual notifications covering position closure and asset withdrawals.

MEXC told customers without a notification that their accounts were unaffected by the change, subject to its terms. Its public notice likewise left the applicable timelines to individual communications rather than setting one deadline for all affected users.

Bitget’s current terms also list Russia and Belarus among prohibited countries. Although the page carries an Oct. 20 update date, it does not establish when those particular country restrictions were introduced.

The platforms’ separate notices and terms establish restrictions affecting access to multiple international exchanges. Customers remain subject to each platform’s own eligibility rules and closure instructions; KuCoin’s announcement does not set withdrawal deadlines for accounts held elsewhere.
