Blockchain cannot reopen a closed border, replace a cut aid budget or end a conflict. But it can help humanitarian organizations address some of the operational problems that determine whether support reaches people: fragmented aid records, expensive payment systems and the long-term funding of essential software.

The World Food Programme Coordinates Aid Through Building Blocks
The World Food Programme (WFP) operates Building Blocks, a privately managed blockchain network designed to help humanitarian organizations coordinate assistance. Organizations can channel different forms of support, including cash, food, education and health assistance, to the same blockchain account for an individual.
The aim is to reduce accidental duplication and gaps when several agencies serve the same population. WFP says the system protects personal data while helping participating organizations identify what assistance has already been allocated.
Building Blocks supports 4 million people each month, according to WFP. The organization says it has processed $555 million in cash-based food assistance through 25 million transactions and saved $3.5 million in bank fees.
Since 2022, WFP says Building Blocks has helped avoid $288 million in unintended assistance overlap, including more than $270 million in Ukraine. The platform is used by 159 organizations in Ukraine, Syria, and Palestine.
The blockchain does not determine who qualifies for aid or create more supplies. It gives agencies a shared system for coordinating assistance once those decisions have been made.
UNDP Builds a Framework for Digital Payments
The United Nations Development Programme (UNDP) and the Stellar Development Foundation signed an agreement in July 2026 to move their blockchain-based payment work beyond individual pilots.
The partnership follows 16 months of research across 17 countries and live pilots in Haiti, Syria, Kenya, Guatemala, and The Gambia. UNDP will now build governance, onboarding, and safeguards that country offices can use when digital payments are appropriate for humanitarian response, social protection or financial-inclusion programs.
UNDP reported that a Cash for Work pilot in Aleppo reduced the estimated cost of distributing payments from about 10% of the funds under conventional methods to about 2%. In Haiti, it said a low-connectivity payment prototype completed transfers with a 100% success rate during a cellular-network outage.
Those are results reported by UNDP, not a universal case for blockchain payments. The next phase runs through 2027 and will test whether the systems can be integrated responsibly into regular country programs rather than remaining stand-alone demonstrations.
The practical value lies in reaching people when local payment infrastructure is slow, fragmented, or unreliable. Any deployment still depends on wallet access, local cash-out options, identity requirements and the rules governing the country where assistance is delivered.
UNICEF Tests Blockchain Funding for Digital Public Goods
UNICEF’s 2026 blockchain pilot tackles a different problem: keeping open-source digital public goods funded after their initial development.
The UNICEF Office of Innovation is testing Drips, a blockchain-based application that allows digital-asset holders to contribute to selected digital public goods. Contributions made through Ethereum are split equally between five UNICEF-supported tools through smart contracts.
One of those tools is HOPE, UNICEF’s information-management system for humanitarian cash transfers. UNICEF says HOPE supports 25 million people in 33 countries. The other selected projects include child-protection, mobile-messaging, health and parenting tools with established use across multiple countries.
The blockchain component does not distribute aid directly to families. It creates a potential funding channel for public-interest software that humanitarian and development organizations use to manage assistance, communicate with communities and protect children.
The project remains a pilot. UNICEF is testing whether decentralized funding can provide reliable, recurring support for digital public goods, rather than assuming that one-off crypto donations can sustain them.
Humanitarian Blockchain Systems Must Put Privacy First
Humanitarian systems handle highly sensitive information. A record of who received aid, where they live or how they accessed a payment can create risks if it is exposed, misused or shared outside its original purpose.
That makes privacy, informed consent and data minimization as important as a ledger’s audit trail. A blockchain system may improve coordination, but it cannot compensate for weak access controls, unsafe identity requirements or a lack of alternatives for people without a phone, connectivity, or the documents needed to use a digital wallet.
Humanitarian agencies also need to test whether a system improves on existing options. A conventional payment provider, mobile-money platform or shared database may be cheaper or more accessible in some settings. Blockchain becomes useful when it provides a clear advantage in coordination, settlement, or accountability without increasing risk for the people receiving support.
The strongest current projects treat blockchain as infrastructure, not as the aid itself. WFP uses it to coordinate multiple agencies. UNDP is testing payment systems where conventional rails can fail. UNICEF is exploring whether it can help fund the software behind humanitarian operations. Those are narrower goals than “solving” a crisis, but they are concrete enough to measure.
