Binance Hires Two Senior Compliance Executives From Crypto.com

Binance has hired two senior compliance executives from Crypto.com as the exchange adds experienced staff to its regulatory and financial-crime teams. Antonio Alvarez will join as deputy to Chief Compliance Officer Noah Perlman, while Duncan DeVille has become Binance’s global head of financial crime compliance.

Alvarez previously led compliance at Crypto.com, where DeVille also held senior compliance responsibilities. Their appointments come after several departures from Binance’s compliance operation over the past year and amid continued scrutiny of the exchange’s controls.

Alvarez Joins as Deputy Compliance Chief

Alvarez previously served as Crypto.com’s chief compliance officer and has also held roles at Coinbase, Visa, Western Union and American Express. At Binance, he will work under Perlman as deputy chief compliance officer.

Perlman said the two executives’ move to Binance was a vote of confidence in our program. He also described the appointments as part of Binance’s effort to continue building its compliance function.

DeVille Takes Global Financial Crime Role

DeVille joined Crypto.com in 2022 as executive vice president for compliance in the Americas and global head of financial crimes compliance. His responsibilities included anti-money-laundering controls, sanctions compliance, counter-terrorist financing and regulatory examinations.

Before Crypto.com, DeVille worked at Western Union and held roles with the U.S. Treasury Department and Financial Crimes Enforcement Network. He also previously served as a federal prosecutor with the U.S. Department of Justice.

Binance Continues Compliance Rebuild

The hires come nearly three years after Binance pleaded guilty in the United States to charges involving the Bank Secrecy Act, unlicensed money transmission and sanctions violations. The company agreed to pay $4.3 billion in penalties as part of the November 2023 resolution and committed to compliance remediation and monitoring requirements.

Binance has continued adding compliance personnel as it works through regulatory requirements across multiple jurisdictions. Alvarez and DeVille bring experience from crypto exchanges, traditional payments companies and U.S. government agencies.
